The City Manager is hereby authorized, whenever in his judgment it is necessary, to prohibit or restrict the parking of vehicles along a highway or part thereof constituting a part of the route of a parade or a procession, to erect temporary traffic signs to that effect; it shall by unlawful to park or leave unattended any vehicle in violation of such signs.
