(A) Parking of any vehicles shall be prohibited on all planting strips except as is provided below.
(B) Parking lanes. On such streets without curbs and gutters as the City Manager may recommend and the City Council shall approve, the City Manager may cause the construction, designation, and marking of a parking lane adjacent to and parallel to the travel lanes of those streets. The parking lane shall be provided to permit parking of motor vehicles on the right-of-way of these uncurbed streets. All motor vehicles parking in the parking lanes must be placed completely within the designated boundaries of the parking lane or else be in violation of division (A). These boundaries may be marked with traffic paint in lieu of signs.
(C) Construction and maintenance of parking lanes.
(1) The following streets, or portions thereof, shall be eligible for the construction of parking lanes. The City Manager shall determine the size, location, and structure of the parking lane on each street.

(2) The City Manager shall annually present to the City Council a proposed plan for the maintenance and construction of parking lanes. Such plan may be included in the annual budget or appropriation document.
(3) Requests of residents for additional parking lanes shall be referred to the City Manager for recommendation. No additional parking lane shall be constructed in any block unless a petition signed by 75% of the residents shall first be submitted to City Council.
(4) No person shall deliberately cause damage or abuse to any parking lane.
(5) Parking on planting strips on streets designated in division (C)(1) above shall not be prohibited until after the parking lane is constructed.
(D) Other parking allowed in the right-of-way. In addition to the parking lanes, residents on streets without curbs and gutters may park in the following areas:
(1) On any driveway apron if it is constructed to city specifications and if the travel lanes of the street or the sidewalk is not blocked in any way, including the clear view of a motor vehicle operator entering from an intersecting street or roadway.
(2) On any parking pad constructed prior to November 1, 1976, which is composed of an asphaltic or portland cement binder pavement.
(3) On any parking pad authorized by the City Manager where the parking pad cannot be reasonably constructed on the adjoining lot. Parking pads shall be constructed of an asphaltic or portland cement binder pavement, and shall conform to the general design and structural requirements as shown on Drawings 1 to 4 which are attached to the original ordinance, and made a part of this code as if fully set out. In no case shall parking pads on rights-of-way be constructed prior to the initial occupancy of any dwelling unit. The City Manager is authorized to provide technical assistance to the residents requesting assistance, including developing plans, staking the project, inspecting materials, and advising on material sources.
