Whenever the City Manager shall determine that by reason of the number or character of vehicle passing an intersection, the accommodation of traffic for the convenience or safety of the public requires the restriction or prohibition of right-hand or left-hand turns, or both, he shall make such restrictions or prohibitions of right-hand or left-hand turns, or both, and shall erect at such intersections appropriate traffic signs or signals, plainly indicating to the users of the highway the nature of the regulations or prohibitions.
