For the purpose of identifying vehicles personally used by physicians in their professional practice, the City Manager may adopt and prescribe the form of an official emblem.
(A) Upon the application of any person who holds a license from the Ohio State Medical Board to practice medicine in the state, and upon the payment of a fee to be fixed by the City Manager in the amount of the cost to the municipality such official emblems to be issued plus a registration fee of not more than $.25, two such emblems shall be issued to such applicant, and their numbers shall be entered opposite his name in an appropriate permanent register.
(B) These official emblems shall remain the property of the municipality and shall be surrendered whenever the person to whom they were issued ceases to possess the privilege of practicing medicine in the state, or whenever their surrender may be required under the provisions of this section.
(C) These emblems shall be affixed to any vehicle used by such person in his professional practice, one at the front, and one at the rear, in such position as the City Manager shall by rule prescribe.
(D) The possession of such emblems shall not be deemed to excuse any operator of any vehicle in the violation of any traffic regulation, or to grant him any immunity from prosecution thereupon. If any such emblems are made or attempted to be made the excuse for any such violation, the City Manager may cancel the privilege of their use, and require their surrender to the municipality.
(E) No other emblem than one issued under the provisions of this section shall be recognized by the police or otherwise as an identification of any medical practitioner, nor shall any emblem give immunity to violate any traffic regulation.
