§ 52.156 QUALIFIED FIRM.
   All utility engineering studies conducted pursuant to this section shall be performed by a firm specializing in utility engineering or may be performed by the Right-of-Way Permittee if the Right-of-Way Permittee is qualified to complete the project itself.
