(A) The city, not later than 60 days after the date of filing by an applicant of a completed application for a Certificate of Registration, shall grant or deny the application.
(B) If an application for a Certificate of Registration is denied, the city shall provide to the applicant, in writing, the reasons for denying the application and such other information as the applicant may reasonably request to obtain consent.
