The stormwater management service charge shall be paid, by the owner of each lot or parcel which is subject to this charge, on a periodic basis in accordance with regulations established herein.
Owners of Class R properties shall be billed by the City of Cincinnati Water Works in monthly or quarterly installments coinciding with the water utility billing cycle for each property. For quarterly billing, three times the monthly rate will be used for standard billing periods and adjusted for longer or shorter billing periods to assure total billing equal to 12 times the monthly rate. Owners of Class C properties shall be billed quarterly by the city at a rate of three times the monthly service charge on or about February 1, May 1, August 1, and November 1 of each year.
