(A) The Utility shall establish and maintain a master plan for stormwater management needs. The master plan may provide, or be accomplished by, maps, graphic information system (GIS) or other descriptive material which should
include the following:
(1) An inventory of the existing stormwater facilities including the extent and area of each watershed tributary to the main drainage channels in the city;
(2) The street storm sewers and other storm drains to be built;
(3) The parts of the street system where pavements are planned to be depressed sufficiently to convey or temporarily store runoff and overflow from storm sewers and the outlets for such temporary storage;
(4) Existing streams and floodplains to be maintained, enlarged, altered, and eliminated; and new channels to be constructed;
(5) Existing culverts and bridges, and new culverts and bridges to be built;
(6) Existing detention structures and retention basins to be maintained, enlarged, or altered; and new structures or basins to be built;
(7) A tabulation of storage volumes, water surface elevations and outflow rates for detention and retention basins;
(8) Location, ownership, inspection schedule and maintenance plan for all stormwater quality control measures or BMPs.
(9) A plan for future stormwater facility development, including estimates of cost and a prioritization of projects.
(B) The master plan shall be approved by the City Council in accordance with and as authorized by Article VII of the Charter of the City of Forest Park and R.C. Chapter 713.
