The Utility shall be responsible for stormwater drainage facilities and watercourses on all streets, boulevards, sidewalks, curbing, street and other municipal property and public easements, and highway structures and appurtenances belonging to the city.
Where public stormwater facilities and watercourses are located in easements on private property, the owner of the property is responsible for aesthetic maintenance such as lawn mowing, litter pick-up, and the like. The owner shall neither place nor allow structures or plantings that interfere with the operation and maintenance of such drainage facilities and watercourses.
Where public stormwater facilities and watercourses are located in easements that are disturbed by others, the stormwater facilities shall be restored to their original condition and shall adequately convey stormwater. Sufficient restoration shall be approved by the city or their designated official.
