Whenever it becomes necessary to reduce the force in the Police or Fire Departments, the youngest employee in point of service shall be first laid off. If a position is re-established, or a vacancy occurs within two (2) years, the oldest employee in point of service among those laid off shall be entitled to reappointment. When it becomes necessary to reduce the number of positions of any rank higher than police officer or firefighter/EMT and firefighter/paramedic, the youngest officer in point of service shall be demoted to the next lower rank, and so on down.
