§ 36.101 LAYOFF PROCEDURE.
   (A)   When it becomes necessary in any department, except the Police and Fire Departments, through lack of work or funds, or for other causes, to reduce the number of employees in a given class, the following layoff order shall be observed.
      (1)   Emergency employees shall be laid off first, in any order as determined by the City Manager.
      (2)   Provisional employees shall be laid off next, in any order as determined by the City Manager.
      (3)   Temporary employees shall be laid off next, in any order as determined by the City Manager.
      (4)   Seasonal employees shall be laid off next, in any order as determined by the City Manager.

      (5)   Regular part-time employees shall be laid off next, in any order as determined by the City Manager. (Ord. 9-1984, passed 4-2-84)
      (6)   Probationary regular full-time employees. Among such employees those with the lowest seniority shall be laid off first.
      (7)   Regular employees shall be laid off next, in inverse order of seniority as measured in days of paid employment with the city. No credit for seniority will be given for service prior to a resignation that was not followed by a reinstatement within one (1) year. (Ord. 9-1984, passed 4-2-84)
   (B)   If a layoff is necessary in a classification normally filled by promotion, demotion in lieu of layoff will be first applied. The employee with the least seniority in the class, or in other classes at equivalent pay level, will be demoted first in lieu of layoff. Thereafter the layoff procedure of division (A) above will apply.
