A candidate may inspect the questions, answer key, and his/her examination papers by making a written request, within fifteen (15) days after receiving notice of his/her examination grade, to the civil service secretary. The civil service secretary shall schedule an inspection period, which shall not exceed four (4) hours, within three (3) days of receipt of the written request. A candidate may file a written protest to any question or answer provided that the candidate sets forth the basis upon which the candidate protests the questions or the answer. A candidate may also claim that his/her examination was incorrectly graded. The civil service secretary may correct clerical grading errors, and shall report such corrections to the Commission. The civil service secretary shall review protests of questions or answers and make a recommendation to the Commission. The Commission shall review all protests and objections at a regular session. The Commission's decision is final and is not subject to the appeal process.
(B) This rule does not apply to examinations prepared by experts, or otherwise commercially produced by persons outside of city service, when the preparer objects to inspection of the examination papers.
(C) Candidates who exercise their right to inspect examination papers may not compete on an examination for the same classification for a period of six (6) months after the inspection, unless an alternative form of examination is given.
