§ 36.95 HIGHEST SENIORITY IF FINAL GRADE SAME.
   If two (2) or more candidates receive the same final grade on a promotional examination, including seniority credit, the candidate with the greatest seniority will be ranked highest. If two (2) competitors were appointed on the same day, rank on the eligibility list determines relative seniority.
