In case of an emergency, which requires the employment of extra persons without delay, an appointment may be made without regard to these rules. In no case shall such an appointment continue longer than sixty (60) calendar days, and in no case shall successive appointments follow directly upon one another. Emergency appointments shall be promptly reported to the Commission, with reasons therefor, which reserves the right to inquire into the nature of the emergency.
