If at any time after eligible candidates have been certified by the Commission at the request of an appointing authority, the appointing authority decides not to fill the vacancy, or decides to fill the vacancy by other methods which meet with the approval of the Commission, the certification shall be cancelled, and an entry made on the minutes of the Commission recording the action taken and the reasons therefor.
