§ 36.69 APPOINTMENT TO THE COMPETITIVE SERVICE.
   Upon receipt of the certified eligibility list and following the interview referred to within § 36.68, the appointing authority shall consider the results of any examination, the evaluation of any candidate at interview, and consideration of all other factors of merit and fitness, including, but not exclusively, a candidate's prior work history and performance and any instances of failure of good behavior, mental, physical or skills demand of the position to be filled, and character and personal conduct prior to appointing one of the persons certified to him/her for any position to be filled.
