§ 36.31 PROMOTION AND RECLASSIFICATION.
   (A)   Special assignments. When a department finds it necessary to place an employee in a special assignment, such as in charge of a group of other employees, or to perform special work, it shall request a job study in order to obtain Commission approval.
   (B)   The Commission determines whether a change from one class to another is a promotion or a reclassification. Generally speaking, a change is a promotion if it results from a promotional examination or from the Commission's action to promote a person without an examination in the absence of competition. A reclassification is usually a change from one title to another without a change in pay.
