Whenever a new classified position is established, the appointing authority shall report such fact to the Commission and transmit a comprehensive description of the duties. The Commission shall thereupon investigate the actual or suggested duties and qualification requirements and classify or reclassify the position by allocating it to its appropriate class in accordance with the classification plan.
