§ 36.05 POWERS AND DUTIES OF COMMISSION.
   The Commission shall exercise the following powers and perform the following duties and functions:
   (A)   To approve and/or amend specifications descriptive of duties, responsibilities, requirements and desirable qualifications of the various classifications of positions in the city service.
   (B)   To hear appeals, as provided by law, of employees in the classified city service relative to reduction in pay or position, layoff, suspension, discharge, assignment or reassignment to a new or different position classification, promotional examination, rejection of application, or performance evaluation rating.    (C)   To enter into agreements with the Civil Service Commission of another municipality, the State of Ohio Department of Personnel, or to engage a professional testing agency to conduct examinations for positions in the classified city service.
   (D)   To appoint a secretary and such examiners, inspectors, clerks, and other assistants as are necessary in the exercise of the powers and performance of the duties and functions which the Commission is by law authorized and required to exercise and perform and to prescribe the duties of all such employees.
   (E)   To adopt and promulgate rules and regulations, in accordance with the provisions of the applicable sections of the Ohio Revised Code, relating to the procedure of the Commission in administering the laws which it has authority or duty to administer.
