§ 36.02 DEFINITIONS.
   For the purpose of this chapter the following words and phrases shall have the following meanings ascribed them respectively.
   (A)    APPOINTING AUTHORITY. The City Manager.
   (B)    CIVIL SERVICE. Those offices and positions of trust or employment in the service of the city which are not specifically excluded from coverage by the City Charter.
   (C)    CITY SERVICE. All offices and positions in the service of the city.
   (D)    CLASS or CLASSIFICATION. A group of positions established under these rules sufficiently similar with respect to duties, responsibilities, and qualification requirements to be designated by the same descriptive title and equitably compensated within the same salary scale.
   (E)    CLASSIFIED SERVICE. The competitive classified civil service of the city.
   (F)    COMMISSION. The Municipal Civil Service Commission of the city.
   (G)    CONTINUOUS SERVICE. Service not broken by resignation or dismissal without reinstatement within one year of the date of separation.
   (H)   ELIGIBILITY LIST. A list of names of persons who have been found qualified, through suitable tests, for employment in positions allocated to a specified class, arranged in the order of merit.
   (I)   EMPLOYEE. Any person holding a position subject to appointment, removal, promotion, or reduction by an appointing officer.
      (1)   COOPERATIVE STUDENT EMPLOYEE. An employee who is regularly enrolled in an accredited educational institution and who is working in the employ of the city or school district in furtherance of his education. Such employee shall be considered UNCLASSIFIED.
      (2)   EMERGENCY EMPLOYEE. Any employee whose services are required in case of an emergency for a period not to exceed thirty (30) calendar days. Such employee shall be considered UNCLASSIFIED. (Ord. 10-1983, passed 5-4-83)
      (3)   REGULAR EMPLOYEE.
         (a)   REGULAR FULL-TIME EMPLOYEE. Any employee in the civil service who has been regularly appointed after serving a probationary period to a position normally involving continuous year- round service, and at the number of hours per week considered standard at that time.
         (b)   REGULAR PART-TIME EMPLOYEE. Any employee appointed to a position normally involving continuous year-round service but working less than the number of hours in the standard work week. Such employee shall be considered unclassified. (Ord. 10-1983, passed 5-4-83)
      (4)   PROVISIONAL EMPLOYEE. Any employee temporarily filling a position without competition pending the establishment of an eligibility list. Such employee shall be considered UNCLASSIFIED.
      (5)   SEASONAL EMPLOYEE. Any employee whose services are required only during certain parts of each year, such a position being intermittent or broken in its nature. Such employee shall be considered UNCLASSIFIED.
      (6)   STUDENT EMPLOYEE. An employee who is regularly enrolled in an accredited educational institution who is working part-time. Such employee shall be considered UNCLASSIFIED.
      (7)   TEMPORARY EMPLOYEE. Any employee appointed for a specified period, for a special project, or one who is replacing a regular employee on leave. Such employee shall be considered UNCLASSIFIED.

   (J)   HUMAN RESOURCES DIRECTOR. The Human Resources Director or such person as the City Manager may designate.
   (K)   NEW POSITION. A position created through the authorized addition to an organization unit of a position not previously existent or a position created through an authorized change by the Civil Service Commission in classification.
   (L)   POSITION. When used by itself shall refer to any specific office, employment, or job calling for the performance of certain duties, either full time or part time and for the exercise of certain responsibilities by one individual.
   (M)   POSITION CLASSIFICATION. The arrangement of positions into classes including ranges. Positions shall be classified in accordance with the duties and responsibilities of the position.
   (N)   PROMOTION. A transfer made in accordance with these rules from a lower class to a higher class involving an increase in responsibilities, a change in classification title, and the application of a higher salary scale.
   (O)   UNCLASSIFIED SERVICE. Those offices and positions of trust or employment who are exempt from any civil service provisions by § 11.04 of the City Charter.
