(A) Subject to approval, disapproval, or modification by City Council, the Commission shall prescribe, amend, and enforce administrative rules for the purpose of carrying out the functions, powers, and duties vested in and imposed upon the Commission by the appropriate sections of the Constitution and statutes of the State of Ohio and Charter and ordinances of the City of Forest Park.

(B) It is the purpose of these rules to supplement, interpret, and otherwise give effect to Charter, Article XI. These rules shall be applied in accordance with the purposes of that article.

(C) Except as indicated in the supplemental rules pertaining exclusively to the Winton Woods School District, these rules shall apply to positions within the classified service of that School District. Whenever the term CITY is used in these rules, it shall mean in addition the School District. Whenever the term APPOINTING AUTHORITY or CITY MANAGER is used, it shall mean the Superintendent of Schools with regard to positions within the School District.
