§ 33.05 EXCEPTIONS.
   (A)   In any case where, by reason of unusual circumstances, rigid adherence to the pay ranges and hourly rates would cause a manifest injustice, the City Council on recommendation of the Civil Service Commission may make such order relating thereto as in its discretion is proper.
   (B)   Normally, the new employee starts at the minimum rate and advances progressively. In exceptional cases, the City Manager may, upon recommendation of the department head, employ persons at rates higher than the minimum rate when, in the Manager's judgment, the experience and qualifications of the person are so outstanding that it would benefit the city to employ the person at the higher rate. When the Manager employs a person at a higher than normal rate, he shall file a report with the Council and the Civil Service Commission.
