Unless otherwise provided in this Charter, Council shall make appointments only upon majority vote of all Councilmembers. Candidates must complete application, submit said application to the Clerk of Council by the designated closing date, and schedule an interview. Councilmembers shall have the opportunity to interview the candidates in an open forum, during a regularly scheduled meeting. The candidates will be allotted an opportunity to present their platform, and said presentation shall be limited to five minutes. After the last candidate's presentation, the Clerk of Council shall distribute ballots, the Councilmembers shall vote for one candidate for each available seat. The Clerk of Council shall read the names off of the ballots, and announce the candidate(s) with majority votes. The Chair, without leave of Council, shall swear in the candidate(s) immediately after the result is read.
