§ 31.26 PRESIDING OFFICER.
   The Mayor, first Vice-Mayor, or second Vice-Mayor, in that order, if the officer continues to hold the office of Councilmember, shall be presiding officer for the purpose of arranging for the installation of the newly elected Councilmembers by calling for the oath of office to be administered and shall preside over the meeting until a Mayor, first Vice-Mayor, or second Vice-Mayor are elected and qualified to serve. In the event neither the Mayor, first Vice-Mayor, nor second Vice-Mayor is able to preside then one of the remaining Councilmembers shall be elected to preside.
