§ 31.19 YES AND NO, HOW DEMANDED.
   Any member may demand the yes and no upon any motion before the City Council votes. Upon the call, the Clerk of Council may call the names of members alphabetically in random order and record the vote. After completion of the roll call, the Clerk shall read the names of those who answered in the affirmative and afterwards the names of those who answered in the negative. The Clerk then shall give the number voting on each side to the Presiding Officer who shall announce the result. All ordinances and resolutions must be voted upon and recorded by recalling the question.
