§ 31.13 OBTAINING THE FLOOR.
   When a member desires to address City Council, the member shall address the Chair by saying "Mr. Chairman" or "Madam Chair." If the member is entitled to the floor, the Presiding Officer recognizes that fact by announcing the member's name. When two or more members address the Chair at the same time, the Chairperson shall name the member entitled to speak first. A member shall not speak more than twice on the same question except with consent of Council. The member shall confine himself or herself to the question under debate.
