§ 31.09 DUTIES OF COUNCILMEMBERS.
   (A)   Voting memberships.
      (1)   The Chairperson with the advice and consent of Council shall appoint, consistent with the Charter and ordinances of the city, two Councilmembers for voting memberships on:
         (a)   The Planning Commission.
      (2)   Council, by affirmative vote, shall appoint one Councilmember with voting membership on:
         (a)   The Stormwater Management Advisory Committee.
      (3)   The Chairperson shall, with the advice and consent of Council appoint three members of Council with voting memberships on a Human Resources Committee. This Committee shall consist of only Councilmembers and shall operate in accordance with § 31.11(G) of the Rules of Council.
   (B)   Nonvoting liaisons.
      (1)   The Chairperson with the advice and consent of Council shall appoint a Councilmember as nonvoting liaison to each of the following commissions or committees:
         (a)   Park and Recreation Commission.
         (b)   Economic Development Commission.
         (c)   Civil Service Commission.
         (d)   Beautification/Conservation Commission.
         (e)   Charter Revision Committee.
         (f)   Tax Board of Review.
         (g)   Environmental Awareness and Recycling Board of Directors.
         (h)   Quality of Life Commission.
      (2)   It shall be the duty of each liaison to attend commission or committee meetings and to report on the commission or committee activities to Council and on Council activities to the commission or committee.
   (C)   Initiating city policy or administrative action. Any Councilmember may initiate the development of a city policy or administrative action by placing the topic on the agenda for discussion at a Council work session.
   (D)   Initiating request for legal opinion. Any Councilmember may submit to the City Manager a request for a legal written opinion of the City Solicitor. The City Manager may then forward such request to the City Solicitor for drafting and presentation to the Council.
   (E)   Councilmembers serving on boards or commissions as a resident. No Councilmember, serving on a Board or Commission as a resident, may hold office on said Board or Commission.
