§ 31.08 DUTIES OF FIRST VICE-MAYOR OR SECOND VICE-MAYOR.
   In the absence of the Chairperson, the first Vice-Mayor or second Vice-Mayor shall have all the rights, privileges, authority, duties, and responsibilities of the Chairperson.
