(A) Preserve order. The Chairperson shall, at all times, preserve order and decorum. The Chairperson shall decide all questions of order. However, decisions of the Chair shall be subject to appeal to City Council by any member. On such appeal no member shall speak more than once except with consent of the Council.
(B) Members presiding. The Chairperson may request that any member perform the duties of the Chair. However, such substitution shall not extend beyond first adjournment.
(C) Appointment of committees. The Chairperson shall with the advice and consent of Council appoint all committees, providing such appointment is not in conflict with the Charter.
