RULES OF COUNCIL
§ 31.01 HOUR OF CONVENING.
   (A)   The regular meetings of Council shall be held in designated quarters on the first and third Monday of each month at 8:00 p.m. Council may, upon motion, dispense with any regular meetings, or change the day or hour of any meeting. Whenever the first or third Monday of the month falls on a holiday, the regular meeting, unless otherwise provided for by motion, shall be held the following Tuesday at 8:00 p.m.
   (B)   At the discretion of Council, a committee of the whole acting as a worksession, may meet on the second and fourth Monday of each month at a time and place to be determined by Council. All members of Council are expected to attend the worksession. The purpose of the worksession will be to review items to come before a future Council meeting. All worksessions are open to the public, however, comments from the public are limited to the leave of Council.

§ 31.02 CALLING COUNCIL TO ORDER.
   The Mayor, as Chairperson, or in his absence, the first Vice-Mayor or second Vice-Mayor, shall at the appointed hour call the Council to order. If a quorum is present, Council shall proceed with the order of business.

§ 31.03 QUORUM.
   A majority of all Councilmembers must be present to constitute a quorum to do business; but a smaller number may adjourn from time to time until a quorum is obtained.

§ 31.04 ORDER OF BUSINESS.
   The order of business of the City Council shall be as follows:
   (A)   Roll call.
   (B)   Acceptance of the minutes of previous meeting(s).
   (C)   Presentations.
   (D)   Communications from the public.
   (E)   Reports of City Council Members, the Mayor, City Manager, and others.
   (F)   Old business.
   (G)   New business.
   (H)   Adjournment.

§ 31.05 CHANGING ORDER OF BUSINESS.
   The order of business shall not be changed except with unanimous consent or suspension of the preceding rule.

§ 31.06 ADJOURNMENT.
   Determining that there is no further business to come before the body, the Chairperson may adjourn the meeting.
