This Charter is intended to be flexible and to meet changing conditions as the Municipality grows and develops. Amendments to the Charter may be submitted to electors of the City of Forest Park either by a two-thirds vote of the legislative authority thereof, or upon petitions signed by no less than ten per centum of the electors of the City of Forest Park, electors being those residents qualified to vote at the last general municipal election, setting forth any such proposed amendment, shall be submitted by such legislative authority.
