All official opinions, rulings, regulations, findings, decisions, and any other such actions of pre-existing boards, commissions, committees, and the like shall remain unimpaired and in full force and effect until changed, modified, rescinded, or repealed according to the provisions of this Charter by any successor boards, committees, commissions, or the like, or until superseded by action of Council.
