Action of Council shall be by ordinance or resolution. Every action of a general or permanent nature or having the force and effect of law, including granting of a franchise, levying a tax, appropriating money, contracting an indebtedness to be evidenced by the issuance of bonds or notes, or for the purchase, lease, or transfer of property, shall be taken by ordinance in the manner hereinafter provided. All other action may be taken by resolution.
