All expenditures of Municipal funds shall be made by proper warrant drawn against an appropriate fund. Any such warrant shall show upon its face the appropriation against which such expenditure is made and the fund against which the warrant is drawn. All such warrants shall be signed as Council may direct.
Notwithstanding the foregoing provision, the Director of Finance may establish a petty cash fund or funds as directed by Council. The fund may be replenished as necessary by said Director of Finance who shall keep an accounting of all such expenditures in accordance with established accounting practice.
