All appointments and promotions in the service of the Municipality shall be made according to merit and fitness or other evidence of competence, to be ascertained, so far as practicable, by competitive examination given under the supervision and rules of the Civil Service Commission. If the commission in its discretion considers it practicable, it may arrange with the Civil Service Commission of another Municipality to conduct examination for the Municipality of Forest Park.
