SEC. 6.02 POLICE DEPARTMENT.
   The operating rules and procedures shall be established by the Manager with the consent of the Council. The department shall be under the direction of a Chief of Police who shall report to the Manager for administrative purposes. The appointment and removal of all members of the Police Department, including the Chief of Police, shall be made by the Manager, with the consent of Council, subject to the requirements of the Civil Service provisions, where applicable.
