SEC. 5.03 CLERK OF COUNCIL AND DIRECTOR OF FINANCE (TREASURER).
   The positions of Clerk of Council and Director of Finance (Treasurer) may be combined by Council in its discretion. If the positions of Clerk of Council and Director of Finance are combined, the appointment shall be made by the Manager with the consent of Council. Council may, at its discretion, separate these offices.
