SEC. 4.04 ACTING MANAGER.
   By letter filed with the Clerk of Council, the Manager shall designate, subject to approval by Council, a qualified person to exercise the powers and perform the duties of the Manager during his temporary absence or disability. During such absence or disability, Council may revoke such designation at any time and appoint another qualified person to serve until the Manager shall return or his disability shall cease.
   In the event no acting Manager is designated, Council shall by majority vote of all members, appoint an acting Manager. Council shall have the power to revoke such designation.
   In the event of the death, resignation, or removal of the Manager, Council shall, by majority vote of all members, appoint an Acting Manager until a Manager is chosen.
