SEC. 4.03 REMOVAL OF MANAGER FROM OFFICE.
   The Manager may be removed by a two-thirds vote of all members of Council and shall be given sixty days written notice of such intent of his removal. The Manager, if having served six months, may request in writing, within fifteen days of removal notice, the right to have a public hearing in open Council. After such hearing Council may adopt a final resolution of removal, which shall be effective immediately subject to the sixty day provision in the original notice of removal. But, pending and during such a hearing, Council may suspend, with pay, the Manager from office. The action of Council in suspending or removing the Manager shall not be subject to review by any court or agency. In case of voluntary resignation by the Manager, Council and the Manager shall agree upon the effective date of his resignation.
