A Council vacancy shall be filled within thirty days by a vote of a majority of the remaining members of Council. If Council fails to fill such vacancy within thirty days, the Mayor shall fill it by appointment.
Such person so appointed by Council or by the Mayor shall serve until November thirtieth following the next Municipal election. In the event that such appointment does not complete the vacating member's original term, and there is sufficient time according to the election laws between the occurrence of the vacancy and the next regular Municipal election to permit candidates to file and appear on the ballot as candidates for the remaining unexpired term of two years of the original term, a successor shall be elected. If there is not sufficient time between the occurrence of the vacancy and the next regular Municipal election for the voters to choose a successor by election process, then Council shall appoint to fill the vacancy for the remaining unexpired two year term that candidate for a four year term receiving the highest number of votes in such election who is not elected to office. If no such candidate is available by election process, Council shall appoint an elector from the Municipality of Forest Park to fill such vacancy. Should a vacancy occur among the Councilmen-elect between the time of election and the time of taking office, the candidate receiving the highest number of votes, not elected, as determined by the Board of Elections, shall be appointed by the newly elected Council for a four year term. If no such candidate is available by election process or for other reasons, Council shall appoint an elector from the Municipality of Forest Park to fill such vacancy for a period not exceeding two years, the remaining two years to be filled by election at the next regular Municipal election.
