Following each Municipal election, Council shall meet within five days after the beginning of the term of office of the newly elected members of Council for the purpose of organizing. At such meeting the newly elected members of Council shall take the oath of office and the Council shall proceed to elect a Mayor and Vice Mayors, and transact such other business as may come before it. Thereafter, regular meetings shall be held as prescribed in the Council rules, established pursuant to Sec. 3.11, but not less frequently than one each month. All meetings where official business is consummated shall be open to the public.
