SEC. 2.02 FORM OF GOVERNMENT.

The form of government provided for by this Charter shall be known as "The Council-Manager Plan". All legislative powers of the Municipality, except as reserved in this Charter to the electors, shall be vested in an elected Council and the administrative powers of the Municipal Government as defined by this Charter shall be vested in a Manager appointed by such Council.
