The following departments are established and each is responsible for the implementation of ordinances, statutes and public policies (including city contracts) which relate to the respective activities within the city:
(A) Administrative Department.
(1) Personnel procedures and rules.
(2) Position classification and pay plan.
(3) Equal employment opportunity.
(4) Purchases and contracts.
(5) Inventory of city property.
(B) Finance Department.
(1) Preparation of proposed budget.
(2) Accounting records and financial reports in accordance with accepted governmental accounting practices.
(3) Annual audit.
(C) Public Works Department.
(1) Streets and street lighting.
(2) Public facilities.
(3) Water and sewer.
(D) Safety Department.
(1) Traffic regulations.
(2) Ordinances containing penalties.
(3) Building and housing.
(E) Sanitation Department.
(1) Solid waste collection and disposal.
(2) Animals and fowl.
(3) Weeds.
