§ 33.05  PURCHASES AND CONTRACTS.
   (A)   Every contract of the city shall be approved by the City Commission and signed by the Mayor.
   (B)   No contract or purchase shall be made which is at variance with the annual budget as amended.
   (C)   Small purchase procedures may be used for all items which are reasonably expected to aggregate less than $10,000 for the fiscal year and such items shall be determined in writing by the Commission at the beginning of the fiscal year.
   (D)   All contracts which exceed $10,000 in the aggregate shall be awarded to the lowest bidder through competitive sealed bidding; provided, the lowest evaluated bid may be accepted if the basis for evaluation is stated in the specifications.
   (E)   Competitive sealed bidding may be waived on recommendation of the Finance Commissioner that an emergency exists which will cause public harm by the delay required by competitive bidding.
