§ 151.51  VARIANCE.
   Variances to the requirements of this chapter may be granted by the City Commission upon a majority vote at a regular meeting, only upon application by the affected property owner and upon a finding by the City Commission of the following:
   (A)   The specific conditions in detail which are unique to the applicants land and do not exist on other land within the city.
   (B)   The manner in which the strict application of the provisions of the chapter would deprive the applicant of a reasonable use of the land in the manner equivalent to the use permitted other land owners within the city and within the same zoning classification.
   (C)   The unique conditions and circumstances are not the result of the actions of the applicant taken subsequent to the adoption of this sign chapter.
   (D)   Reasons that the variance will preserve, not harm, public safety and welfare and will not alter the essential character of the city.
