§ 114.31  INSTALLATION OF EQUIPMENT.
   Notwithstanding any provision in this chapter to the contrary, the franchisee shall not install any boxes, objects or articles on or so near the ground in such a way as to obstruct the ordinary use of such property, whether such property be part of the city property, right-of-way, or private property.
