By acceptance of any franchise in accordance with this chapter, a franchisee covenants and agrees that it will not at any time or in any manner or proceeding set up any term or condition of this chapter or of any ordinance or agreement awarding a franchise as unreasonable, arbitrary, voidable, or void, or that the City Commission had not the power or authority to make such term or condition, but shall be required to accept the validity of same in their entirety.
