There is granted to the franchisee authority to lease, rent, or in any other manner obtain the use of towers, poles, lines, cables, and other equipment and facilities from any and all holders of public licenses and utilities within the city, including, but not limited to, the South Central Bell Telephone Company and Louisville Gas and Electric Company, and in each instance the franchisee shall make its own contractual arrangements with such entity in order to obtain the use of towers, poles, lines, cables, and other facilities and shall report their arrangements to the City Engineer.
