§ 31.36  CITY CLERK/TREASURER.
   (A)   The city hereby establishes the office of the City Clerk/Treasurer.
   (B)   The duties and responsibilities of the Clerk/Treasurer shall include, but are not limited to the following:
      (1)   Maintenance and safekeeping of the permanent records of the city, including ordinances and municipal orders.
      (2)   Signing the official record of each meeting.

      (3)   Performance of the duties required of the “official custodian” or “custodian” pursuant to KRS 61.870 through 61.882.
      (4)   Keeping the seal of the city and affixing it when required by law and attest all public instruments and all official acts of the City Commission.
      (5)   No later than January 31 of each year, mailing to the Department for Local Government a list containing current city information including but not limited to the following:
         (a)   The correct name of the Mayor, legislative body members, and the following
appointed officials who are serving as of January 1 of each year:
            1.   City Clerk;
            2.   City Treasurer;
            3.   City Manager;
            4.   City Attorney;
            5.   Finance Director;
            6.   Police Chief;
            7.   Fire Chief; and
            8.   Public Works Director;
         (b)   The correct name of the city, mailing address for city hall, and telephone number of the city hall; and
         (c)   The name and telephone number of either an elected or appointed official to serve as a contact person that may be reached during normal business hours of 8:00 a.m. to 4:30 p.m.
      (6)   Keeping a true and complete record of all proceedings of the City Commission, and such other records as the Commission may direct.
      (7)   Maintenance of a code or composite index of ordinances in accordance with statutory requirements.
      (8)   Keeping and indexing all public records of the city, including all grants, contracts, title to property owned by the city and special ordinances; and making copies of any such documents, records and papers of the city as may be required by any person, and charge, collect and pay into the city treasury such fee as will pay for the cost of such copies.
      (9)   Administering any oath taken by a city officer or employee, if other statutory requirements are met.

      (10)   Keeping all city funds coming into the office, and giving duplicate receipts for all such funds, and keeping one such receipt on file; and paying out city funds only on warrants signed by him and countersigned by the Mayor.
      (11)   Making quarterly settlements, and upon approval by the Commission, each settlement shall be included in the minutes of the Commission meeting.
      (12)   Making monthly reports to the Commission and Mayor that show the state of finances of the city and the amounts received and spent during the month, which reports shall be filed; and making an annual report at the close of the fiscal year with the total amount of all receipts and expenditures of the city and the transactions during the preceding year.

      (13)   Performance of all other duties and responsibilities required of the City Clerk or the City Treasurer by statute or ordinance.

   (D)   Compensation shall be in the amount as established by the City Commission from time to time as set forth in § 31.02. The Clerk-Treasurer shall report to the Mayor.
   (E)   No person shall be appointed or act as the City Clerk/Treasurer unless such person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky and has provided bond, if required, with corporate surety authorized to transact business in Kentucky and conditioned upon the performance of the duties specified herein.
