§ 72.13  PARKING REGULATED DURING CERTAIN HOURS; PERMIT PARKING.
   (A)   Parking of automobiles is prohibited on all streets in the city between 8:00 a.m. and 6:00 p.m. local time except on Saturdays, Sundays and public holidays, except by permit described below.  On- street parking of commercial vehicles owned or operated by residents of the city is prohibited at all times in the city as is parking of trucks, recreational vehicles and vans, except for service and delivery vehicles which may be parked for no more than four hours unless a parking permit is issued.
   (B)   Appropriate “No Parking” signs shall be erected at all entrances to the city and on all streets in the city.  Such signs shall conform to the standards established by Kentucky state law.
   (C)   The Commissioner of Safety, or in his absence, his duly authorized representative, shall issue parking permits upon advance good faith application pursuant to the following standards.
      (1)   The application and permit shall be on the prescribed form, a copy of which is attached to municipal order 82-10, passed 8-2-82 and incorporated herein by reference.
      (2)   Application may be made by the owner of any real property in the city or by any resident of the city.
      (3)   Application shall be made at least 24 hours in advance of the time when the permit becomes effective.
      (4)   The applicant shall pay a fee of $0 at the time of application.  The fee shall be deposited into the official depository of the city.
      (5)   The duration of the permit shall not exceed ten hours.
      (6)   The number of vehicles permitted shall not exceed 25 vehicles.  The vehicles shall be parked within reasonable proximity of the permittee's address shown on the permit.
